- Tourist apartment building will need to become a hotel

Ground floor properties may rise in price,
if tourist lets require an entrance to the street,
separate from permanent residents in the block
- Valencia also added new rules. Ground and 1st Floor only,
whole apartments need a licence & no new rentals in Ciutat Vella, the city center,
effecting 70% of the 5000 rentals - Palma in Mallorca banned all unlicensed tourist flats in the city
